I have started running a fish keeping forum and we have a great friendly, knowledgable member base but we require more members.

Look for questions regarding fish right here on yahoo answers and direct them to your forum.
increasing traffic for the fish keeping forum or any other site would be pretty much the same.
*you can visit other related forums, signup there, and post using your signature link.
*you can try to find related blogs and make comments on related blogpost.
*find as many social bookmarking sites as you can and bookmark your site there. socialmarker.com has a list of bookmarking sites where you can bookmark.
*you can write articles and submit them to article directories.
