making payments when the dmoz.org search engine submits your site to partner sites.?
After a person submits his website to the dmoz.org search engine dmoz will submit his site to partner sites.
So does that person pay for costs when dmoz submits his site to partner sites?

No, you don’t have to pay anything for the listing.

DMOZ is a non profit, it’s true that other search engines, like google will copy their listings, but it’s because DMOZ is a ‘trusted’ source of human verified sites. I don’t think DMOZ is partnered with the commercial sites, it’s just a public source anyone can utilize.
One important paid listing is the Yahoo directory, commercial interests pay $300 to be reviewed for inclusion, while not as essential as in the old days when directories were the firt source of info, it still can give a quick traffic boost.
