How often is it safe to keep changing keywords and meta data without getting penalized or banned by Google?
I want to keep changing keywords, title, meta description, and even small changes to body text to keep competing with higher competitors. Is it OK to change them once a week? Is even once a day OK?

You have to keep in mind that Google only crawls webpages once and a while. "Once and a while" could vary a lot depending on what your page is and the volume of traffic and so on.
Obviously, changing things faster than google crawls your page means that those changes won’t show up in their cache. You can get a rough idea of the interval between crawls by checking that cache of your page. You should estimate that the interval is similar to the time between now and the last cache of your page.
